This is a tough one. I enjoyed this movie, but I won't be at all surprised if you don't. This film is very strange, and quite ridiculous. It starts off quite strong, showing snipits of Takeshi Kitano's aborted film projects. These can be quite funny, especially as he is making fun of the various styles of film making. Although even here you can start to sense the problems for a Western audience. One film he makes fun of is an Ozu film. However outside of film lovers, not many westerners are going to be familiar with Ozu.
As the movie progresses, it does eventually settle down into a plot, if you could call it that. It is more just a skeleton to hang crazy sketch comedy bits on. Some succeed, some do not. I think that much of the comedy here does depend on understanding Japanese humour. In some sense, this part is like a Monty Python film. If you get the humour, you will find it funny, if you don't, you won't. In addition, there a various references to other Kitano movies, which many viewers many not be familiar with.
I'd say give it a try if you are open minded and willing to laugh at pure craziness, but be prepared to not get it.
